chore: keep holapc staging runbooks local-only

What

Untrack the holapc operations runbooks and add them to .gitignore (group "Local-only skills"):

  • .claude/skills/moanapay-staging-deploy/ (SKILL.md, manual-deploy.sh)
  • .claude/commands/deposit-staging.md, .claude/scripts/deposit-staging.py

They operate the shared holapc host (ssh, Floci/LocalStack, secret paths, terraform, staging secrets); only the maintainer runs them and other devs cannot reach the host. The deploy pipeline (deploy/, infra/, .gitlab-ci.yml) is unchanged. infra/CLAUDE.md no longer points at the skill.

Follow-up to !163 (merged). History is not rewritten.

Risk

Low: tooling only. Pulling this deletes those files from other checkouts (intended); the maintainer keeps a local copy.

Test evidence

  • git diff --stat origin/develop...HEAD: 6 files, only the paths above plus .gitignore and infra/CLAUDE.md.
