chore(ci): drop the legacy staging deploy path

Runner #13 (holapc-staging) was unregistered on holapc now that the ci-templates deploy on #17 is proven, so deploy:staging:legacy can no longer run.

  • Removes deploy:staging:legacy and its header from .gitlab/ci/staging.yml.
  • deploy:staging now runs on every develop push. The STAGING_DEPLOY_LEGACY switch is gone. Behaviour is unchanged while that variable is unset.
  • Deletes infra/runtime/staging/docker-compose.yml, which only the legacy job used, and rewrites the header of deploy/compose.staging.yml.

Kept: infra/runtime/deploy.sh (prod still uses it), plus staging/runtime.env and edit-env.sh (the template uses them).

Follow-up: the staging branch of deploy.sh is now dead code. Stale comments that still mention it: deploy.sh:10-12, staging/runtime.env:1, staging/edit-env.sh:101.

Review: Opus gate PASS in round 1 (3 NITs, all the stale comments above).
